Are mini-7's faster than 9's?

I just got a new pair of TOUR skates, that came with Abec-7 bearings. In my old MISSION Hi-Lo skates I put in some Abec-9's. (BEVO) When I went down in my basement to swap out the bearings, I found out that the new ones were mini-7's. I spun the wheels a few times in comparison to my old 9's, and it looked like the 9's might have been faster, but I heard the mini bearings were much faster than regular ones.

So which ones are really faster?

Most of those mini bearing that come stock on the skates ( mission or tour) are junk. They buy bundles of them from Sewing companies who don't use them anymore, and use them on their skates. I would keep the 9's. Good luck!
