PIHA playoffs

Does the top 5 or 6 teams make it into the playoffs many people are confused about this. Can somebody with a definite answer to this question please reply. Also, will the playoffs be held at one neutral site as did the MLRH in '04, or will the top seeded teams be hosting the games at their home rinks ?

I was told that the top 4 teams in the East will make the play-offs. Unsure about the west.
