This was more of a function of what happend during the RR than the way those meetings were run. it just turned out to be easier last year. Fort Collins was extreemely difficult.
actually the rink in tewksbury, MA would be closer to maine than holbrook. Tewks has an ice and roller but the roller is a little weak.

to the best of my knowledge no team has refused their bid in DII during the last 2 seasons. however there are 4 more teams so the probability that one will not be able to make it has risen.

I can tell you we will try our best however the schedules are usually finished before the bids are handed out so there are no guarantees.
