I have heard that in ECHRA each DII team will have 2 crossover games versus DI/DIII schools, 2 games versus each conference opponent and the rest vs. other DII schools outside the conference. Is that the schedule format, or is it different?

That's the ideal. In some cases it the conference/non-conference balance will be off simply due to the events the teams opted out of (for instance, Albany and Scranton are in the same conference yet likely won't play twice).

Otherwise, you're right - 16 regular season games, 2 exhibition games versus opponents from a different division.
