Does anyone know of a place that can make custom inline rigs. Say like a CCM ice boot and a sure grip frame?

Any pro shop should be able to do that for you. At least I know that is true in my area. All they will have to do is make sure the chasis will fit the bottom of the boot.

Yeah, talk to the guy/girl that'll be doing it for you beforehand and let them know what you want.
If it's anything like the goalie skates I had done, it shouldn't be a problem. For your own peace of mind, ask them to use copper rivets and double up on each one to make sure nothing loosens up.

Yea... copper rivets or graf screws are key for inlines... I used to do this stuff all the time for customers when I worked at a hockey store. Steel rivets are cheap and just don't seem to hold as well for inlines. I think the heavier wheel/chassis/bearings put more stress on the rivets.

From what I've heard, if you can get the Graf screws, go with those. The shop I go to had copper rivets on-hand and I trust the guy, so I went with those.
And yeah, it's the screw Graf uses on their skates. Or at least, I'm relatively sure :D

That's correct, Graf uses screw to mount their ice skates and most LHS should have them on hand, an occassional tightening and your in the clear.
