Yo from a former West Chester resident. Spent the first 15 years of my life there.
I am not sure how far you're willing to drive, but I know a place called Hound's Pound in Delaware (near Newark) has some established leagues. The director of hockey operations is a friend; he just took over and is really trying to promote a great competitive program. Email him at mailto:

I'm not familiar with any other rinks in that area besides all the ice hockey ones. For the future, keep your eye on Aston, PA. My neighbors from my old 'hood' in West Chester own a rink named Ice Works and told me they will be adding a new roller facility on the site by next year.
