I will be organizing a PA Adult team for the State Wars tournament this summer, and am looking for players to fill out a roster for the event. Can anyone 'build' a team in the adult division? I thought that all teams were try-out and only one team per division which is representative of the state and chosen by their 'commission' <insert initials>. Curious now.

state wars awards a maximum of two adult franchises to independent persons per state.

The Senior and 35+ teams run more like traditional tournament teams (no formal tryout), but players still must fit the same eligibility requirements and state residency.
