Which one of the divisions is the stronger one stars or stripes? cause I have never heard of any team in either division

Stars is for the 1st and 2nd place team at regionals and Stripes is for the 3rd and 4th. Open Division is for teams that qualified in TAG tournaments like 6pac and topcat and tournaments like that.
